PENGUATKUASAAN SECARA AUTOMATIK (AUTOMATED ENFORCEMENT SYSTEM) 74

1. Di negara-negara dimana terdapat kereta bermotor, undang-undang diadakan untuk menentu had laju kereta. Tujuannya ialah untuk mengurangkan kemalangan di jalanraya kerana memandu terlalu laju. Tidak ada sesiapa yang membantah terhadap penentuan had laju.

2. Malangnya ada pemandu yang tidak menghormati undang-undang. Mereka pandu dengan kelajuan yang kerterlaluan. Dan berlakulah kemalangan dengan kehilangan nyawa.

3. Undang-undang sahaja tidak mencukupi. Penguatkuasaan undang-undang diperlukan. Dan polis pun ditugas untuk mengesan kelajuan yang berlebihan kereta bermotor di jalan-jalanraya.

4. Apabila jumlah kereta bertambah dengan banyaknya, polis tidak dapat menjalankan tugas-tugas lain selain dari mengesan pencabulan had laju kereta di jalanraya. Lagipun agak sukar menentukan kelajuan dan kereta yang terlibat.

5. Berbagai jenis alatan dicipta untuk membantu polis. Tetapi jumlah kereta terus meningkat dan kemalangan dijalanraya turut meningkat. Maka diciptalah alat elektronik yang dapat bukan sahaja mengukur kelajuan tetapi mengenalpasti kereta yang terlibat. Alatan canggih ini lebih berkesan. Tidak ada siapa dimana-mana di dunia yang menentang kegunaan alat kesan laju ini.

6. Tetapi pihak berkuasa tidak sedar bahawa ini Malaysia. Malaysia bukan sebarang negara. Malaysia adalah negara politik; negara demokrasi. Politik demokrasi bermakna apa sahaja yang dilakukan pemerintah mesti ditentang.

7. Justeru itu usaha pemerintah untuk menyelamat nyawa, mengurangkan kemalangan di jalanraya, menurun angka kematian kerana kemalangan kebawah dari 6000 setahun, mesti ditentang.

8. Bukankah kemalangan ini adalah hak asasi manusia, hak asasi kita semua? Kenapakah pemerintah cuba rampas hak kami?

9. Sesungguhnya politik demokrasi negara tercinta ini sudah sampai ke peringkat yang cukup tinggi. Usaha untuk menyelamat nyawa pun boleh jadi isu untuk ditentang.

10. Bilakah akan kita kembali kesiuman kita. Apakah segala-galanya perlu dipolitikan, ditentang kerana kita berhak menentang. Sebenarnya pemandu kereta di Malaysia adalah diantara yang berbahaya sekali. Tanpa undang-undang yang menyekat kelajuan tiap tahun beribu akan mati. Apakah ini yang kita mahu? Apakah kita ingin tunggu sehingga semua kita akan kehilangan ahli keluarga di jalanraya baharulah kita akan terima AES ini?

    Saya MENENTANG AES kerana :-

    1. Bukan saya yang dapat kontrak AES.

    2. Harga kamera AES yang terlalu mahal… lebih mahal dari harga sebuah kereta.

    3. Syarikat swasta dapat komisyen dari kutipan saman melalui AES.

    4. Syarikat yang dapat kontrak AES mendapat jangka waktu konsesi yang panjang.

    5. Kalau dengan pegawai polis boleh kasi settle. Kalau dengan kamera AES nak settle macam mana?

    6. Kalau saman polis boleh dapat diskaun. Kalau saman AES tak boleh dapat diskaun.

    7. Ada kamera AES yang diinstall di lokasi-lokasi yang pada pendapat saya kurang strategik.

    Saya akan sokong AES sekiranya :-

    1. Saya yang mendapat kontrak AES. Ini akan menjadikan saya ahli perniagaan yang berjaya.

    2. Saya dapat 30-50% komisyen dari kutipan saman melalui AES.

    3. Harga kamera AES serta sistem komputer yang saya supply saya markup setinggi yang boleh. Saya boleh kongsi keuntungan ini dengan mereka-mereka yang ada kepentingan.

    4. Kamera AES saya diinstall di lokasi-lokasi strategik yang akan memberikan keuntungan yang berlipat kali ganda besar kepada saya.

    5. Saya mendapat konsesi AES untuk jangka waktu yang panjang berpuluh-puluh tahun. Ini akan menjadikan saya semakin kaya raya.

    6. Saya tak perlu bagi diskaun untuk saman yang dikeluarkan. Ini adalah baik untuk perniagaan saman AES saya.

    7. Saya seolah-olah mempunyai kuasa seperti polis trafik walaupun saya cuma guna kamera AES yang tak bernyawa.

    Kesimpulan saya ialah… AES adalah tidak bagus sebab bukan saya yang dapat kontrak AES. Tapi, AES adalah bagus sekiranya saya yang dapat kontrak AES.

    ‘hapakajadah’ ialah satu ekspresi yang tidak menjurus kepada maki hamun, tapi lebih kepada satu eksklamasi bingung, rimas, rungutan, geram dan tertanya-tanya terhadap suatu situasi yang tidak dijangka, tidak disukai atau tidak dapat diterima.

    contoh ayat :

    Tok Adi menegur sekumpulan Mat Rempit yang buat bising depan surau, “Hapakajadah korang buat bising ni … tak tahu ker ni surau … tempat orang solat?”

    Saya fikir ekslamasi ni sering juga dilafaz dalam drama radio dan TV serta filem Melayu tanpa di’censor’. Juga terdapat dalam penulisan novel semasa.

    Assalamualaikum Tun-:)

    Kepada Dr Jafri, tidakkah tuan merasa penulisan tuan tidak mencerminkan profesion tuan sebagai doktor yang sepatutnya pandai menjaga tuturkata? Jikalau tidak berpuas hati pun dalam sesuatu perkara, bukankah kita telah diajar untuk menyampaikannya dengan cara yang sopan, bijaksana, berhikmah dan sabar? Saya nasihatkan diri saya dan pembaca semua agar janganlah emosi ditunjukkan dengan nafsu amarah kerana amarah itu adalah sifat yang disukai oleh syaitan.

    Berkenaan AES, sepanjang penggunaan saya terhadap lebihraya di Malaysia, tiada jalan yang rosak atau berlubang. Mungkin saya bernasib baik selama saya memandu hampir 6 tahun ini. Namun, sekiranya jalan berlopak dan berlubang, bukankah secara normalnya pemandu akan memperlahankan kereta dan berhati-hati? Dan sudah tentu keadaan ini kurang menyebabkan kemalangan melainkan pemandu yang tidak mempunyai kesedaran sivik yang tinggi dan baik, maka pemandu itu tetap akan terus memandu laju dan membahayakan nyawa orang lain.

    Pada pendapat saya, had laju yang ditetapkan telah mendapat kajian sebaiknya daripada pihak bertanggungjawab dengan imput yang jelas daripada pakar-pakar yang berkenaan. Sekiranya seseorang memandu tidak melebihi 110 km/h, pemandu mempunyai peluang yang tinggi untuk mengawal kereta sekiranya tayar kereta meletop atau hilang kawalan. Siapakah di antara kita yang mampu mengatakan dengan yakin bahawa keretanya 100% tidak akan mengalami kerosakan di tengah perjalanan?

    Sekiranya seseorang itu masih memandu melebihi 110km/h di lorong yang tidak betul lalu berlaku masalah di atas, kemudiannya melanggar kereta yang sarat dengan satu keluarga yang bahagia dan ada yang terbunuh, apakah yang pemandu itu ingin katakan kepada ahli keluarga mangsa yang tertinggal? adakah cukup dengan mengatakan `Sorry loo`, `Maaflah` dan paling teruk sekali `Bersabarlah`…Adakah itu yang ingin diucapkan? Tidakkah terbit rasa bersalah di dalam hati? Orang lain yang mengetahui hal yang sebenar juga akan sakit hati dan marah kepada pemandu yang memandu dengan laju. Tidakkah kita semua merasakan orang yang memandu laju itu sebagai penjenayah di atas jalanraya? Sudah-sudahlah kita membahayakan nyawa kita dan orang lain…Sudah-sudahlah membunuh orang lain…Kita mesti hentikan semua ini. Bagilah peluang kepada satu pendekatan yang baik dan telah diterima banyak negara asing. Tidak salah untuk mencuba kerana tidak melibatkan orang yang memandu dengan berhemah dan dipercayai akan mengurangkan kemalangan. Percubaan seperti ini bukan seperti percubaan menukar-nukar kerajaan seperti eksperimen yang sudah tentu membawa risiko kerugian dan malapetaka yang mungkin akan disesali berkurun lamanya.

    Kepada yang berkata kereta mewah tidak menjadi masalah untuk memandu lama kerana selesa, ketahuilah, saya tidak pernah memandu kereta buatan asing melainkan Proton dan Perodua. Saya tidak pernah merasa tidak selesa walaupun perjalanan yang jauh sehingga 10 jam perjalanan. Pada saya, kereta buatan negara adalah setanding dengan kereta import dan hakikat ini tidak mungkin akan difahami oleh mereka yang tidak tahu bersyukur dan berjiwa penjenayah yang tidak kisah nyawa orang lain di atas jalanraya. Maafkan saya sekiranya ada yang terasa dengan ulasan saya yang panjang lebar ini. Saya selalunya hanya membaca nukilan Tun tanpa memberikan komen. Namun hari ini saya rasa terpanggil untuk memberikan komen kerana ada orang yang boleh memberikan perspektif yang negatif kepada doktor akibat penulisannya yang kurang baik dan orang yang memperlekehkan barangan buatan negara sendiri.

    Bagi saya, projek AES ni ‘over ambitious’ malahan ianya lambang birokrasi yang bongkak dari perspektif rakyat berpendapatan tidak mewah. Yang pandu Bentley, ya dia peduli apa!

    Sebelum pasang AES untuk perangkap pemandu terlampau di lebuhraya, ada eloknya pihak berkuasa muhasabah diri terlebih dahulu dengan melihat realiti trafik di kawasan padat kenderaan, contohnya di Kuala Lumpur dan Lembah Kelang.

    Di KL dan Lembah Kelang, jalan berlobang sudah jadi norma kehidupan. Saya mula percaya bahawa Datuk Bandar KL guna helikopter untuk sampai ke pejabat, kerana beliau berada terlalu tinggi di udara sehingga tak nampak lopak dan lobang yang membahayakan nyawa terutama penunggang motorsikal.

    Saya yang pandu kereta di KL selalu kena jadi ‘hafiz’ jalan, supaya tayar tidak koyak atau jajaran roda tidak sumbing.

    Kalau jalan pun tak boleh buat baik-baik … hapakajadah dengan AES tu?

    Salam Tuan,

    Sekiranya niat AES mengurangkan kadar kemalangan, sepatutnya ia di pasang dahulu di kawasan-kawasan yang tinggi kadar kemalangan. Bukan nya pasang di kawasan lebuhraya 3 lane seperti yang dipasang sekarang.
    Saya pasti ia tidak akan mengurangkan statistik kemalangan di kawasan yang di pilih sekarang. Ia lebih menganiaya pemandu yg i.e yang memandu kelajuan 100km/h di kawasan had laju 90 km/h yang mempunyai 3 lane. Pemandu terpaksa menanggung RM 300 kerana kelajuan yang terlebih sedikit. Di sini perlulah ada tolenrasi oleh pihak penguatkuasa. Lain lah kalau sistem ini di uruskan oleh sykt swasta yang bergantung pendapatan daripada kompaun yang di kutip. Saya di fahamkan sykt swasta itu perolehi 25% dari nilai kompaun yg di kutip.
    Kalau “deal’ ini benar sudah tentu ia akan jadi isu politik sebab ia lebih cenderung kearah menjadikan sumber pendapatan utk kerajaan & sykt swasta ini…………….

    1.Saya menyokong pengunaan AES untuk mengurangkan kadar kemalangan atau kematian akibat kemalangan jalan raya. Contohnya: Pada beberapa tahun lalu lepas, negara kita mempunyai ‘high profile’ kes kemalangan bas express yang meragut nyawa mangsa kemalangan yang tidak bersalah akibat kecuaian / attitude pemandu yang tidak bertanggung jawab iaitu ‘speeding’.

    2. Kita juga perlu meneliti faktor faktor lain yang menyebabkan kemalangan iaitu pemandu tidak mematuhi lampu isyarat, poor car maintenance, pemandu letih semasa memandu, pemandu memandu dalam keadaan mabuk, pemandu yang suka “tail gate”, guna telefon bimbit dan lain lain lagi.

    3. Tujuan kerajaan memperkenalkan AES adalah mengurangkan kadar kemalangan dan pada masa yang sama menwujudkan budaya memandu yang berhemat dikalangan rakyat Malaysia.

    4. Tapi ada sebilangan golongan rakyat belum bersedia dengan adanya teknologi tinggi ini.

    5. Masalah utama yang pemandu bimbang adalah masalah kewangan yang akan menganggu komitment perbelanjaan bulanan mereka terutama rakyat yang berpendapatan tengah dan ke bawah. Yang perdapatan tinggi dengan memandu kereta high performance dan mewah dengan sekeping saman yang bernilai RM 300.00 mungkin tidak akan menjejaskan lifestyle mereka.

    6. AES adalah satu alat jenis hukuman baru bagi rakyat Malaysia.

    7. Jumlah keseluruhan 831 buah kamera AES dipasang.

    8. Saya berpendapat, kerajaan boleh menwujudkan budaya bermandu yang berhemat dengan rakyat. Dengan persefahaman bahawa niat adalah untuk mengurangkan kemalangan dan bukan dengan menghukum rakyat dengan saman yang tinggi.

    9. Oleh kerana, AES adalah sesuatu hukuman yang baru untuk rakyat. Saya berpendapat, kerajaan harus ada struktur yang baru untuk
    pemandu yang bersalah dapat menyesuaikan diri dan mengubah cara memandu. :Contoh: Saman bernilai RM 10.00 untuk 3 saman yang pertama. Saman bernilai RM 30.00 untuk saman ke empat dan ke lima. Saman bernilai RM 50.00 untuk saman ke enam hingga ke sepuluh. Lesen memandu akan digantung untuk 2 minggu jika menerima saman ke sebelas. Lesen memandu akan digantung selama 1 bulan wajib menghadir kursus memandu dan sebagainya…

    10. Secara terus terang, sebagai peguna jalan raya bukan senang dapat menerima hakikat jika menerima 2 atau lebih saman dalam satu hari. 2 saman = RM 600.00. Habis, pebelanjaan makanan bulanan saya. Contoh, ingin nak melancong ke Langkawi dari KL tapi kereta tiada cruise control bukan senang nak kawal speed kereta. Kalau boleh memberi notis kepada peguna jalan raya bahawa kamera AES ada di hadapan atau SMS ke talian pemilik kereta bahawa kesalahan telah dirakam atau dikesan. Di dapat membantu pemandu lebih berhati hati dengan tidak memandu melebihi had. Ini masih dapat mencapai matlamat mengurangkan kadar kemalangan.

    11. AES baru diperkenalkan di Malaysia, saya percaya masih ada ruang untuk pernambah baikan untuk kerajaan dan rakyat menerima teknologi ini secara ” win – win” situation.

    I greeted my regular taxi-driver, Ahmad, as I entered his cab at the regular place in Coleman Street, Singapore. I had secured his services for many years whenever I visited the City. ‘Good Morning’ was my greeting. For the first time, he looked at me nonchalantly with an attempt to smile. This was not the usual Ahmad I used to know. I asked ‘ What’s wrong, Ahmad ?’. After a moment of deafening silence, he replied, ‘ It is like this. I am divorced from my wife and disowned by my 2 daughters. It happened this way. Suddenly, a letter arrived from the HDB informing me that I am now eligible for a 3 bed-roomed flat. My wife and daughters insisted I should take up the offer. I was adamant not accepting it as my salary is only S$1,200 per month even though my elder daughter works in a bank. My whole family split into 2, my wife and daughters on one side and myself on the other. All this ended up in a big quarrel and eventually my wife reported me to the police for physical assault. Within 6 months, we were divorced after this matter was brought before the Syariah Court. My limited assets of S$200,000 were split 51:49. I have only S$100,000 left. At first, I quite enjoyed myself as a free man, going to Batam, Johor Baru and Bandoeng. Eventually, I felt lonely and began to look for a wife. My family in Johor tried to help and I scouted around in Indonesia too. But to my dismay, I found all the women were only going after my money ‘!
    I quietly thought to myself that this would not have happened in Malaysia where compassion is as important as the laws !

    Vote BN. All Malaysians. Especially the Malaysian Chinese. Vote BN as led by the UMNO and the 14 component parties in your own interest, in your family’s interest and your friends’ interest. Reject all the bunkum that are aimed at you to make you unhappy and dissatisfied. It took all of us many, many years to build up our beloved Malaysia to what it is today. Why should we ape others just because they tell us so ? Why cannot we Malaysians have a country in our own way ?

    I am happy to read Xiamen University will be set up near Sepang area.

    I am happy to read Qatar/Harrods chain is going to set up a Hotel in middle of KL.

    I am happy to read Qatar is interested in Pengerang project down south as Taiwan is cutting pension of his civil servants under President Ma to bring down inflation rate due to excessive politicking and huge deficit.

    I am happy to know that TRX will be set up too.

    I am happy too when the Government of the day is working hard to minimize the burden of employers and employees in property and transport costs which took almost 60% of average middle income earners.

    What went past and were spent, we can always earn back provided all politicians behave and talk economic senses to transform the economy to the next level so all of us can work, live and play.

    If BN cannot do it, I don’t think opposition parties can do that.

    I am just only a blogger here saying what is in my mind and what I heard down there in Chinese dominated area whereby we have Mamak and Malays selling nasi lemak and satay too.

    You know what, Mubarak Chan, Israel and Palestine issue will only make opposition have more points to fight UMNO Baru as Anwar Ibrahim knows Tun Dr MM’s style.

    During Tun Dr MM’s time, I am sure he and his TEAM heard of massive corruption from upper to lower hands, but what could he does when he needed votes to implement the national plan?

    If those politicians who criticized Tun Dr MM, they are ignorant and irresponsible.

    Pada pendapat saya, tepuk dada tanya selera. Kalau rasa duit banyak, bawalah laju-laju, sampai mati pun Aiman tak kisah. Kalau hidup berdasarkan fixed income, tapi masih nak bawa kereta laju-laju, kena saman, buat apa nak marah kerajaan?

    Pokok pangkal diri sendiri. Saya menggunakan mpv Exora full accessories lagi kerana pada saya dan mengikut gaji saya kereta mpv itu terbaik buat saya. Supaya saya dan keluarga tidak tercekik dihujung bulan. Setakat ini, saya mampu membawa keluarga berjalan-jalan melancong, membeli-belah disebabkan terkawalnya duit hasil pendapatan saya.

    Exora saya bagus sebab ada kelebihan. Salah satunya sistem auto cruise. Jadi apabila saya membawa kereta di highway, saya setkan kelajuan pada tahap yang dibenarkan supaya tidak kena saman. Itu alternative saya ada. Anda ada? Buat apa beli kereta mahal, tapi tiada auto cruise?

    Rakyat Malaysia sekarang ini terlalu memandang kepada luxury items iaitu hampir semua orang mesti memakai handphone, kereta dan sebagainya sehingga sanggup mengikat perut dihujung bulan. Ada orang sanggup membeli Android phone yang harganya sama nilai dengan gaji yang diterima.

    Ada antaranya sanggup membeli kereta luar negara kononnya lebih kualiti walaupun bayaran bulanannya hampir separuh gaji demi menjaga air muka sendiri. Jadi bila terpaksa mengeluarkan duit (bagi membayar saman) mesti mengelabah sebab duit dah melebihi pendapatan. Sedangkan pendapatan yang ada cukup-cukup makan.

    Berbalik kepada AES tadi, kerajaan kita yang penyayang telah mengambil tindakan mengadakan AES disebabkan kenaikan statistik kemalangan dan kekurangan pegawai polis mengawal keadaan.

    Sekiranya anda adalah seorang yang bergaji tetap (fixed income), secara rasionalnya patuhilah kelajuan yang ditetapkan. Anda laju, kena saman, anda bayarlah. Janganlah salahkan orang lain.

    Anda laju, kemalangan, anda tanggunglah.

    Mengenai Ali Baba yang dapat tender memasang, mengendalikan AES, ianya dilakukan setelah penilaian dibuat. Bukan caca marba. Ada panel-panel yang menilai. Rezeki syarikat itu yang dapat. Kenapa? Dengki? Iri hati?

    *PS: Sebenarnya saya membaca tadi sambil tergelak melihat komen-komen negatif yang ada disini tadi. Lawak. Ingatlah Sivik itu juga penting, hormat-menghormati juga amalan agama Islam bukan?

    1. Pandangan yang bernas dari Tun. Saya sokong penggunaan AES.

    2. Namun demikian, seperti yang dinyatakan oleh beberapa bloggers, mungkin Kerajaan kena beri penerangan secara agresif kepada pengguna-pengguna jalanraya sebelum pelaksanaan AES supaya mereka tahu apa kebaikannya. Kerajaan mesti buat promosi mengenai AES, mungkin bagi brosur kepada pelanggan semasa berurusan di kaunter kerajaan, contohnya di pejabat pos, etc. supaya maklumat betul sampai kepada majoriti penduduk Malaysia – IKLANKAN secara meluas. Lagi satu, sila ”update” had laju pada ”highway” yang sudah tidak releven. Dulu semasa ianya jalan biasa, memang patut had laju 80km/jam dikenakan, tetapi sekarang sudah tidak munasabah; nanti boleh menyebabkan kemalangan pula jika bawa 80km/jam.

    3. Sikap pengguna jalanraya juga perlu berubah. Yang ini agak payah sebab sudah sebati dalam jiwa sesetengah pemandu untuk memandu laju sebab mereka ingat mereka tidak akan termasuk dalam STATISTIK kematian di jalanraya.

    4. Pembangkang kita kenalah berfikiran matang. Janganlah disebabkan undi, semua perkara ingin dipolitikkan.

    5. Jika sudah bersalah dan didenda, bayar saja. Saya pun dah kena sekali; bawa 91km/jam di jalanraya 80km/jam (nasib tak baik) . Hari ini saya rasa kena lagi. Mungkin dapat lagi satu surat berserta gambar kereta saya :(.

    1. I have always respected you. Hopefully, I will continue so until I die, Insyallah. However, this piece leaves bitter taste in the mouth. You are trying to right what is wrong, fundamentally!

    2. When I posted on AES (under different pseudonym, as I could not open my previous pseudonyms — I’m not a coward, HBT456!) in “A Lawless World”, I was hoping that you would advise DSN to abandon same. Instead, you are defending and promoting it. Would you not be embarrass later to find out that a certain “Ali Baba” company has been listed on KLSE with its principal activity being “facilitating JPJ in mitigating efficient uses of resources aka issuing summonses?”

    3. This is another suicidal political decision that would destroy BN/DSN. It is similar to those implementations of “third brake light, third seat belts, speed limitation light, etc.”, which incidentally, were also “to save lives…” What happened to them now? These unnecessary exercise only burdens the rakyat and enriching few “Ali Babas” who incidentally, are connected to politicians; no more, no less!

    4. Why are there still deaths on the road today? Why are there still heavily tinted and noisy vehicles? Why there are vehicles still using emergency lanes to overtake? These kill; why do not do something about them? Why waste taxpayers’ monies AES when we could use it to better our education and health care systems?

    5. Let PDRM continues with their “speed trap.” It is more effective and would penalise the real culprits only! With AES, it would not solve any problem but increase the rakyat’s financial burden, certainly. Did you not imagine what would happen during festival periods with this AESs? Everyone would drive slowly, and it would bring traffic to a halt, eventually. How much economic resource would we lose when this occurs? You would think that it could eradicate road accidents? Even now, drivers drive slowly when passing THESE EXPENSIVE ROBOTS but as soon as they are out of range, they would continue speeding…So? What then? Please do not solve a problem by creating a bigger one!

    6. Please reconsider this initiative. It would not do anybody any good except those “Ali Babas and their multiple of 40 thieves.”

    Salaam Tun.

    It is good that the Government is always trying to make things easy for the commuters on the roads around the country. But if they want to privatize things, they need to consider many factors and do not rush. Most often the companies that get the permits to run things will only think of making money and more money. Look at TNB, ASTRO, PLUS. It is not wrong to make money but you must also retain some moral values in them. But often we see that the services given is not satisfactory. I do not disagree with privatization but they should be limited and selected. The people’s interest should come first.

    One of the reasons for the high accident rates on Malaysian roads is the quality of our roads which are often very narrow. And also as you said that the volume of vehicles keep increasing. But the number and mileage of roads should also increase in proportion,which is not happening.

    The road inspectors be they police of JPJ should be more friendly and not always looking to summon people. And sometimes I feel that the penalty given for road offenders are too stiff especially to the lower income people. It is like they take away the milk money from these poor fathers or mothers. It is alright for a rich man to pay two hundred ringgit penalty, but it is a disaster for a person who make one thousand ringgit a month. Just think of their children at home.

    If you speed you get summoned, a traffic ticket and you have to pay…( regardless of your race)
    They send you letter they know your particulars address etc etc…( got mine 3 days ago ) Money come…..how efficient!!
    My house got broken into thrice some years back….they came..they investigate..dusting here and there. ” Boss kata mesti selesai…” ( exact word, word for word ) that’s the last you heard from the department. After that no info, no letter and no news. No money come…additional cost you “rasa in sendiri…lah!! ”
    If you’re late in paying for your loan…car housing etc etc …the bank charges you interest or their lawyers send you letters..and you have to pay for all outstandings and lawyers fees…
    If you late in paying your astro bills…the same thing happened….they cut your connection, when you pay you have to pay reconnection fees…etc etc and even that reconnection are not immediate but within 24 hours.
    Telephone and internet are the same…if you are late with your payment even a day…they disconnect you. ( And if you have problem with your connection…for goodness sake don’t complain too much. My fixed line telephone at home now can’t get through the 100, I believe for complaining a few times a few month ago regarding internet connection problem. ) Professional my a@#!!!
    My water bill only comes in 6 months or a year…not enought staff the standard answer. So you can imagine the accumulated amount…

    So my friend….If you are a fixed income earner….where the hell are you going to get those extra ringgit from…orang kaya no problem….but, people like you and me…..matai lah!!!
    And, all these seems to be falling onto the ordinary people like you and me…
    We can’t ” markup ” or pass those extra cost to others…. liike businesses does…

    The irony of all this is that, when government or their agency are late, under perform or not responding to your complain at all….nothing happened!!! We, the consumer, the rakyat cannot do anything…we can’t fine them or charge them interest for late services or for non perfomance. And, they most often got the cheek tell you to be considerate, patient and ” timbang rasa ”

    I thought they produce quality drivers with the exorbitant amount they charge for driving licences nowadays…
    Just a money making machine if you ask me…

The Lynas plant is only to process RARE EARTH which contains some radio active waste which is harmful to human.
    4. Try not to mix Bahasa Malaysia and English in one sentence. Jangan campur aduk BM dan BI.

    What you said is not true. Everybody is equal before the law. Nobody is above the law. What you are saying the Malays are above the law is DAP propaganda.     Malay drivers, bukan Malay bus and lori drivers, will get the saman straight away from polis trafik if they “melanggarkan had laju”.

    Saya berasa perlu untuk membuat ulasan mengenai isu AES ini.

    Pertamanya, saya setuju dengan sistem ini untuk mencegah kemalangan atau lebih baik jika dikatakan ‘menjinakan’ pemandu di Malaysia supaya mematuhi undang-undang, khususnya undang-undang jalanraya.

    Keduanya, saya berpendapat pihak kerajaan yang berkenaan supaya ‘telus’ dalam melaksanakan AES. Jika ‘perangkap’ dipasang ditempat-tempat yang hadlaju 80 ksj dimana lebuhraya tersebut mempunyai lebih dari 2 lorong, agak tidak lojik. Banyak lokasi-lokasi dilebuhraya yang hadlajunya 110 ksj tiba-tiba jadi 80 ksj untuk kejauhan tertentu sahaja, dan disinikan penjanaan saman agak lumayan. Biar jujur dalam melaksanakan kewajipan.

    Rakyat faham perlunya undang-undang dan saya rasa rakyat juga bolih menilai apa yang baik dan tidak baik.

    Rakyat juga bolih rasa jika diperkenakan.

    Benar kata TUN, penguatkuasaan di Malaysia terlalu lemah dan perkara ini diakui oleh Mantan KSN, Tan Sri Sidek Hassan.

    Dicadangkan, jika had laju maximum ditetapkan maka had laju minimum juga perlu ditetapkan. Ini kerana mereka juga antara penyebab kemalangan. Contoh: Had Laju Max 110KM/J tetapi memandu 60KM/J.

    Saya amat bersetuju dengan terma Politik Demokrasi. Segalanya dipolitikkan dan amat mustahil tidak ada satu pun usaha yang dilakukan oleh Kerajaan itu mendatangkan kebaikan. Semua usaha yang dilakukan adalah untuk kebaikan rakyat Malaysia dan mereka lebih sanggup melihat nyawa rakyat negara ini tergadai di jalanraya. Sistem yang telah digunakan secara meluas diserata dunia masih tidak difahami oleh mereka. Ketika saya berada untuk urusan rasmi di Doha, Qatar, sahabat saya yang bekerja disana memaklumkan pemandu yang melanggar lampu merah dan gambar dirakam oleh kamera dikenakan denda sehingga QR5000 atau sekitar RM5000 lebih. Keadaan yang sedemikian membuatkan pengguna jalanraya berhati-hati ketika di lampu isyarat. Walaupun rakyat Qatar kaya raya dan memiliki kenderaan yang mempunyai kuasa kuda yang tinggi, mereka akur dengan peraturan yang ditetapkan oleh pemerintah.

    Cuba kita lihat di negara kita, pengguna jalanraya sesuka hati melanggar lampu merah dan banyak kes kemalangan berlaku di kawasan lampu isyarat. Kenderaan yang bertambah setiap hari melahirkan pelbagai gelagat pemanduan. Saya berharap agar sistem ini diteruskan demi keselamatan pengguna jalanraya.

    Setuju tidak sepatutnya semua perkara di politikkan…..Cuma perlu kajian terperinci lokasi AES… Bukan sekadar brpandukan nilai komersial….kadar had kelajuan pun patut di ambil kira…….harap Tun faham …RM300 bukan nilai yg sikit….bukan sengaja nak langgar had laju….tp AES di had kelajuan 80km/j dan di jalan yg punyai 3 lorong sgt tak patut…

    Terima kasih kerana kebelakangan ini Tun telah menulis artikel2 yang menitikberatkan tentang kesalahan/kesilapan pemimpin2 PAS dan/atau yang berkaitan salahlaku pembangkang, lebih2 lagi bila artikel2 tersebut ditulis dalam Bahasa Malaysia.

    Sesungguhnya memberi kesedaran kepada kaum Bumiputra, terutama orang2 Melayu, adalah perkara paling utama yang amat dihajati tercapai menjelang PRU13 ini, kerana lebih 50% kawasan parlimen adalah majoriti Melayu!
    Kejayaan cemerlang dikawasan majoriti Melayu/Bumiputra sahaja lebih dari mencukupi untuk kita memerintah Malaysta dengan selesa.

    Semoga Tun meneruskan menulis artikel2 sedemikian untuk tempoh 3 bulan lagi.

    You were right in your Policy of privatising public entities. The Singapore Government’s approach to doing business is entirely different from our concept of a developing country which has to put up the infra-structures etc for entrepreneurs to do business.

    When the Singapore Government found itself on its own, it also found that the top echelon of business in Singapore in the 1960s and the 1970s were mainly traders who are not industrialists. Industrialists are prepared to spend time nurturing an industry whereas traders only buy and sell.
    Therefore, the Singapore Government stepped in to fill the vital gaps in their economy and most times they had to fill in the gaps in order for the economy to advance to the upper levels in conjunction with the multi-nationals. Hence, the Jurong Industrial Estate was created. And besides, the Government is the strongest investor in any State. There was a chain of failures by private enterprises in those early years eg. Starlite Ceramics, Eupoc, Fairlady Hair Wigs, etc.

    In the case of Malaysia, your Policy of privatising the public utilities is correct because the Government should not be involved in business and making money and profits anywhere in the World if it can avoid it unlike Singapore which has special reasons for doing so. Entrepreneurs work faster and more efficiently than the the Government as always. The failure of the Malaysian privatised entities was not due to a faulty concept but due to the inexperience of the owners themselves who forgot about the wiles of men and women ! If you will recall, the first and biggest business entity ever owned by the Bumiputras was Sime Darby in 1976 and it was only fully operated by Bumiputras/Malaysians from 1982 onwards. Hence, the entry of Bumiputra into big business began in 1982, only 30 years ago. It is a fact that it is that late !

    I had mentioned previously that I have seen many up and down economic cycles in this country and witnessed the fall of so many Bumiputras and other Malaysians that the country suffered from a shortage of real and independent entrepreneurs.

    I am of the opinion that the Government should strictly not be involved in business and making profits which should be left to the private sector. Singapore’s purpose in this respect is entirely different from Malaysia’s and we should not ape Singapore. We should not disperse our precious human and financial resources shooting here and there taking cognizance we are a developing country.

    Therefore, I had proposed that the Government should part with all the business entities which it owns to the following :

    1. To the former owners who did not break the laws but were caught up unexpectedly in any fluctuation of the economic cycle. This was a business risk. This gesture is only fair and proper. Vide. The still on-going gigantic bail-outs in the World since 2008 by the top countries of the developed World eg Citibank, Bank of America, AIG, RBS etc

    2. To Bumiputras and their non-Bumiputra partners. The Malaysian business world will applaud this.

    3. To the existing Managers with or without new Bumiputra or non-Bumiputra partners.

    The sum effect of all these gestures of the Government will overnight recreate a proper Malaysian business environment which contributes to a dynamic and booming economy. Further, the Government deficit will be reduced drastically overnight. Also, I am certain this round of entrepreneurs will learn the lessons of the wild, wild World where no one gets a free lunch ! And I am not even thinking of the next 13th General Elections !

    I have full confidence in the dispensation of fairness and propriety by the BN as led by the UMNO and 14 component parties.

    Vote BN. All Malaysians especially the Malaysian Chinese. Tun Dr Mahathir Mohamad’s Policy on Privatization is proper and correct. Big business only came to Malaysia in 1982 eg. Sime Darby which became the flagship of the PNB !

    If opposition parties think it’s wrong for private companies that worked hand-in-hand with directive from MoT hold by MCA to cut down death tolls, opposition parties can just politicize this matter so that their cronies can get bit when they win in the next general election.

    Tukar tak tukar, it won’t make any difference.

    If I salah, I bayar, itu saja.

    Kalau tidak, I can’t renew my road tax.

    Objective of AES lto reduce death toll laudable. The Opposition’s opposition is I believe based on opposition to private enterpise benhind the AES. It cannot articulate this well because it’s policy is incoherent or not capable of any coherence.

    But we on our side seem to be even more befuddled. What is our identity and policy if we just ape the Opposition’s incoherence and try to outbid them in payouts?

    To what extent is the Opposition’s politicking due to our own befuddlement?

    What gurantees that the parameters for time to red lights will be set to optimise flow and not interfered with to maximise profit? What bias in the leadership at the highest levels of our nation in this direction?

    YABhg Tun,

    I’m for AES. In terms of benefit as rightly pointed by Tun, it way out the cost. However, I’m against for the AES being privatised by some company. Another project with no open tender, all points to another crony project by the Government.

    The amount of summons being issued, the investment’s payback period is within a short period. Why can’t the Government or the police or the relevant authorities implement it themselves? The money collected from the summons can be used to fund many other projects which will eventually benefit the rakyat but not in some crony pocket!

    Private company’s main aim for the AES project is profits while the Government’s aim is to reduce accidents. It won’t help the rakyat when the cameras located at 80km speed limits along a 110km stretch road or on a down hill road etc.

    The Government should take it back and no one will make noise about it!

    Saya amat setuju dengan Saudara Mahkluk Halus yang menulis,

    “”Saya sebenarnya ok dengan AES. Cuma kalau boleh biarlah penguatkuasaan dijalankan berperingkat dengan hebahan umum yang mencukupi untuk mendidik masyarakat akan kaedah perlaksanaannya.””

    Memang benar dimusim PRU13, janganlah kerajaan silap langkah. Selepas susah payah melaksanakan BRM1(Bantu Rakyat Malaysia), tiba2 kerajaan denda rakyat beribu ringgit dengan senyap2 memasang camera secara tersembunyi, sengaja ingin memerangkap rakyat. Di England, setiap camera yang dipasang diberi amaran kepada pemandu 5 atau 3 kilometre lebih awal bahawasanya ‘awas! terdapat camera perangkap di hadapan’. Niat penguatkuasa trafik mereka ikhlas dan murni, iaitu supaya pemandu mengurangkan kelajuan kenderaan mereka, bukan ingin hendak cari kesalahan pemandu dan bukan niat mereka mahu bikin duit. Pembangkang akan mengatakan kerajaan dah tiada duit dan cari jalan untuk memerah duit dari rakyat dengan cara denda trafik. Jangan berulang kesalahan besar PAK LAH pada PRU12, di mana kerajaan naikkan harga minyak mendadak dua bulan sebelum PRU12, langsung tidak prihatin dan tidak peduli kepada tekanan hidup harian rakyat jelata. Saya cadangkan kerajaan beri ‘amnesty’ iaitu hapuskan semua denda polis AES dengan berkuatkuasa segera SEHINGGA ke suatu tarikh selepas hebahan umum yang mencukupi untuk mendidik masyarakat dilakukan. Jangan pisang berbuah dua kali. Wallahu alam.

    Salam Tun,
    Speaking of AES, the objective is noble, a good strategy is defined to achieve that goal through automation of the enforcement.
    What I think is lacking is the implementation.
    AES was not implemented well enough. Thats all. We have the thinkers but alas, the plan fails in its implementation.
    We can improve it to be better. That should be our focus of discussion in my opinion.

    Assalamualaikum,

    Saya faham sepenuhnya akan keperluan undang2 dan disiplin. Di negara2 maju waemah di Singapura, penguatkuasaan ketat lazim diamalkan untuk meningkatkan kualiti hidup. Tidak ada sebab mengapa Malaysia tidak boleh berubah menjadi sebuah negara yang mengamalkan peraturan yang lebih ketat. Sampai bila kita nak jadi macam ‘Wild Wild West’.

    Apabila saya diajak oleh puak penentang berbual mengenai topik ini saya sering mengikutkan saja rentak perbualan mereka. Maklumlah saya pun manusia, tak suka sangat didenda. Itulah antara sebab saya takut di Singapura, silap sikit kena ‘fine’ berpuluh dolar.

    Tapi mereka yang menentang ini tak pula menyarankan alternative. Sebaliknya seronok mengondem saja. Sebab mereka tak berpuas hati tak berapa jelas. Yang ketara mereka memang tak sukakan BN itu sahaja. Mereka pula macam tak senang apabila saya mengondem kerajaan PR Selangor kerana menunda kereta saya. Mereka ini agak ‘bias’ sedikit.

    Pada kiraan saya rakyat jelata yang biasa2 saja ini, apa yang saya rasa sebagai isu adalah ‘familiarisation’. Banyak rakyat terkejut budaya dengan penguatkuasaan ketat ini. Kami masih belum biasakan diri. Terdapat sesetengah area had lajunya agak perlahan iaitu sehingga 60km/ jam. Di highway kami sudah biasa bawa kereta sekurang2nya 120km/ jam. Akibatnya kami rasa rimas bawa kereta setakat 110 saja.

    Saya sebenarnya ok dengan AES. Cuma kalau boleh biarlah penguatkuasaan dijalankan berperingkat dengan hebahan umum yang mencukupi untuk mendidik masyarakat akan kaedah perlaksanaannya.

    BN mungkin tak popular dengan isu ini tapi saya percaya kalau kita ingin perubahan, ingin jadi maju macam negara lain, kita mestilah tingkatkan disiplin diri kita. Saya tahu kadar kematian bayi menjadi penanda aras sebuah negara maju. Mungkin juga kadar kematian jalanraya terkandung dalam keperluan sebuah negara untuk dikira maju…
